Dr Stéphane D'Almeida
Dr Stephane d'Almeida is originally from Togo, where he studied general medicine. His seventeen years of professional experience have enabled him to develop expertise in the monitoring, evaluation and management of healthcare projects, which he is currently putting to good use as an international expert for the Initiative. Involved early on in the fight against HIV/AIDS, in the 2000s, within the national NGO "Le Jade - Pour la Vie!", he was one of the first doctors in his country to prescribe antiretrovirals. His desire to reach the greatest number of people affected by the disease through his actions motivated him to specialize, obtaining a Master's degree in public health and health management, with a specialization in epidemiology, from the University of Paris VI. He then returned to coordinate the technical side of an operational research project with the French NGO Altersanté on malaria prophylaxis for HIV-positive pregnant women in Togo's Plateaux region. In 2010, Togo received an HIV grant from the Global Fund (Round 8), and Dr. D'Almeida was recruited to the National AIDS Control Program (Sub-recipient) as a monitoring and evaluation assistant. This marked the start of a career that would take him to the head of the Global Fund's Project Management Unit (PMU), based at the Prime Minister's Office, in 2016. It should be noted that the progress made during his tenure at the head of Togo's PMU led the authorities to extend the PMU's mission to those of other partners, notably the Gavi Alliance. During his enriching career, he has carried out international technical assistance missions with the UNAIDS DAT AOC, and participated in work on the integrated patient monitoring system, on the monitoring and evaluation of TB/HIV co-infection as a member of the WHO Technical Working Group, and on the establishment of the Chad PMU grants. Dr Stéphane d'Almeida, with his strong skills, has been officiating since June 2019 as technical assistant governance and team leader of the technical assistance mechanism set up by Expertise France through L'Initiative. In this capacity, he supports the PMU of Chad's Ministry of Public Health and National Solidarity in managing grants from the Global Fund, Gavi and the Bill and Melinda Gates & Aliko Dangote Foundations.
