Securing the oceans to promote the blue economy?

Maritime areas are an important development lever for coastal states: fishing, offshore energies, maritime tourism and international trade - more than 90% of goods are transported by ship - are all reminders of the importance of the oceans and their resources in the international economy. Public players are well aware of the challenge: the African Union describes the blue economy as "the new frontier of Africa's renaissance".

The potential for innovation and growth, but also the associated risks and threats, such as maritime pollution, overexploitation of marine resources, piracy and other forms of criminal activity at sea... Consequently, securing maritime spaces is a real strategic challenge, both in economic terms and in terms of preserving the environment.

In response, many states and regional organizations - such as the European Union - have developed blue growth policies, which aim to support sustainable growth in the marine and maritime sectors. In this context, to what extent can securing maritime spaces promote economic development and environmental preservation? What tools and mechanisms need to be developed to reinforce maritime safety and security, at both national and regional levels?
